İşte, deniz ve nehirlerin denizler gibi hakikatlarının ve şehadetlerinin binden birisini gördü. Ve umumu bil'icma' denizlerin büyüklüğü nisbetinde bir kuvvetle "Lâ ilahe illâ Hû" der ve bu şehadete denizler mahlukatı adedince şahidler gösterir diye anladı. Ve denizlerin ve nehirlerin umum şehadetlerini irade ederek ifade etmek manasında, Birinci Makam'ın dördüncü mertebesinde:
لَٓا اِلٰهَ اِلَّا اللّٰهُ الْوَاجِبُ الْوُجُودِ الَّذ۪ى دَلَّ عَلٰى وُجُوبِ وُجُودِهِ ف۪ى وَحْدَتِهِ جَم۪يعُ الْبِحَارِ وَ الْاَنْهَارِ بِجَم۪يعِ مَا ف۪يهَا بِشَهَادَةِ عَظَمَةِ اِحَاطَةِ حَق۪يقَةِ التَّسْخ۪يرِ وَ الْمُحَافَظَةِ وَ الْاِدِّخَارِ وَ الْاِدَارَةِ الْوَاسِعَةِ الْمُنْتَظَمَةِ بِالْمُشَاهَدَةِ
denilmiş.
